Prior to establishing Oakley Media Consulting in 2026, Jon held multiple senior Business and Legal Affairs roles at BBC Studios and ITV Studios.
Most recently Jon was Director of Business and Legal Affairs for Brands & Licensing and Kids & Family at BBC Studios which included leading teams responsible for supporting (i) all consumer products and ancillary rights licensing outside of content sales, (ii) all aspects of trademark protection and enforcement and global anti-piracy strategy, and (iii) all elements of development, production and investment in relation to Kids & Family content.

Jon also spent almost 10 years leading the Business and Legal Affairs teams across all BBC Studios' content investment activity with production partners and talent, having begun his in-house career at ITV Studios.

Jon is a qualified solicitor and has experience and expertise across all stages of the value chain with flagship global IP such as Bluey, Doctor Who, His Dark Materials and Top Gear.

Our Services
Great IP often begins as a simple idea — an acorn. With the right structure, care and strategic direction, that acorn of an idea can grow into something far more powerful: a creatively and commercially successful piece of content, or in some cases even a globally recognised franchise brand. Such growth requires support and advice at all stages to ensure it is sustainable. We have the expertise and experience to help you grow your new content IP from concept to enduring brand, or to help unlock additional value in your existing brands. We offer flexible support tailored to your needs.
1
Business Affairs advice
We provide agile and practical business and commercial affairs advice to maximise value for clients across the media and creative industries. Having worked within content businesses we understand the need to balance creative and commercial considerations, and we know astute business affairs advice provided in a timely manner unlocks value in deals.
2
Fractional Commercial or Operational Leadership
Looking for senior executive input without the cost or commitment of a full time hire? We can provide senior business affairs, commercial or operational support for media or creative businesses on a fractional basis - whether as interim cover or an ongoing basis.
Business Affairs advice
In a constantly evolving market we understand that flexibility is key. The nature of the services we offer can be tailored to the requirements of each client. Whether it’s queries requiring ad hoc advice, support for a particular project or ongoing support through a retainer, we provide bespoke solutions for our clients.
We have expertise across the value chain of all genres of content, brands and IP, including:

-
All aspects of content development including underlying rights and finance
-
Content finance and co-production deal structuring
-
Production including all talent contracting
-
Content sales, format licensing and distribution
-
All commercial and content related elements of social video
-
Brand, ancillary licensing and consumer products deals
-
Content and brand protection
-
Governance frameworks, rights management and related processes for scaled IP businesses.

That means we understand how commercial decisions made at one stage of that chain affects other stages, and clients benefit from consistency of dealings with one expert as a piece of IP moves through its lifecycle.
Fractional Commercial or Operational Leadership
Jon's experience leading a team of 30+ business and legal affairs staff and being a member of the Global Leadership Group at BBC Studios means he is well placed to fulfil the role of Chief Operating Officer, Commercial Director or Business Affairs lead for clients.
With a background in Media & Entertainment law and having worked in global content businesses, we understand the need to balance commercial and creative considerations, but also have a deep knowledge of the required processes and infrastructure needed to support a business and its intellectual property as it grows. We use that expertise to support clients in a variety of ways, including:
-
leading business and legal affairs, commercial and/or operational functions within media or creative businesses on a fractional basis - therefore allowing clients to access senior expertise that might otherwise be unaffordable; and
-
providing interim support to clients requiring senior business and legal affairs, commercial or operational resource on a contract basis, for example maternity, sickness or holiday cover.

We help clients grow their business by implementing strategy, developing processes, mitigating risk and negotiating with third parties.
Coordination with expert partners
Our network of partners offering complementary expertise means we can coordinate the delivery of all services required to support content, media and creative businesses.
We work with a range of partners and can coordinate appropriate referrals and where required manage input from partners on behalf of clients. Our partners include:

-
leading media and entertainment law firms;
-
royalty consultants;
-
brand and strategy consultants;
-
finance professionals;
-
content sales consultants; and
-
executive and leadership coaches.

Alongside our core services we can therefore offer clients a bespoke solution for any required business support.
